U.S.%20%232877-931994%20G-rate%20Series%2C%2017%20Stamps%0A%0A17%20stamps%20that%20were%20issued%20for%20the%20new%20G-rate%20change%0AThe%20G-rate%20was%20issued%20in%20more%20varieties%2C%20formats%2C%20and%20printers%20than%20any%20other%20rate%20change%20stamp.%26nbsp%3B%0A%0AStamp%20Category%3A%26nbsp%3B%20DefinitiveSet%3A%26nbsp%3B%20G-rate%20%26nbsp%3B%26nbsp%3BValue%3A%26nbsp%3B%20VariedFirst%20Day%20of%20Issue%3A%26nbsp%3B%20December%2013%2C1994First%20Day%20City%3A%20Washington%2C%20D.C.%20%26nbsp%3B%26nbsp%3BPrinted%20by%3A%26nbsp%3B%20Bureau%20of%20Engraving%20and%20Printing%20(BEP)%2C%20Stamp%20Venturers%2C%20KCS%20Industries%2C%20Avery%20Dennison%2C%20and%20American%20Bank%20Note%20Company%20(ABNC)Printing%20Method%3A%26nbsp%3B%20Gravure%20and%20OffsetFormat%3A%26nbsp%3B%20Sheet%2C%20booklet%2C%20and%20coil.Perforations%3A%26nbsp%3B%20Varied%0AWhy%20the%20stamps%20were%20issued%3A%26nbsp%3B%20The%20USPS%20issued%20this%20G%20series%20general-use%20stamp%20for%20the%20new%20first-class%20rate%20that%20would%20take%20place%20in%201995.%0AAbout%20the%20stamp%20designs%3A%26nbsp%3B%20Old%20Glory%20was%20designed%20by%20Ronald%20Sharpe%20who%20was%20the%20first%20African-American%20Banknote%20Designer%20at%20the%20Bureau%20of%20Engraving%20and%20Printing.%20The%20dove%20was%20picked%20by%20Richard%20Sheaff%2C%20of%20Sheaff%20Design%20Inc.%2C%20found%20the%20flying%20dove%20from%20archives%20of%20past%20concepts.%26nbsp%3B%20The%20designer%20was%20Robert%20Brangwynne.%0ASpecial%20design%20details%3A%20The%20%26ldquo%3BG%26rdquo%3B%20on%20each%20first-class%20rate%20stamp%20changes%20color%20depending%20on%20the%20printer.%20For%20instance%2C%20a%20red%20%26ldquo%3BG%26rdquo%3B%20means%20it%20was%20printed%20by%20Stamp%20Venturers%2C%20a%20blue%20%26ldquo%3BG%26rdquo%3B%20mean%20it%20was%20printed%20by%20American%20Banknote%20Corporation%20and%20a%20black%20%26ldquo%3BG%26rdquo%3B%20is%20Bureau%20of%20Engraving%20and%20Printing.%20The%20one%20exception%20is%20Avery%20Dennison%20who%20did%20black%20G%26rsquo%3Bs%20as%20well%2C%20but%20since%20the%20stamps%20are%20the%20only%20self-adhesive%2C%20they%20are%20easy%20to%20tell%20apart%20from%20the%20BEP%20stamps.%0AAbout%20the%20G-rate%20Series%3A%26nbsp%3B%20The%20USPS%20issued%20G-rate%20stamps%20to%20aid%20in%20the%20transition%20of%20a%20new%20postal%20rate.%20All%2C%20except%20two%2C%20G-rate%20stamps%20picture%20the%20US%20Flag%20with%20%26ldquo%3BOld%20Glory%26rdquo%3B%20in%20text%20above%20it%2C%20the%20other%20two%20are%20blue%20doves.%20They%20released%20eighteen%20different%20versions%20of%20G-rate%20stamps.%26nbsp%3B%20These%20came%20in%20six%20different%20formats%2C%20in%20five%20varied%20rates%2C%20from%20five%20different%20printers!%20These%20include%20six%20different%20sheet%20stamps%2C%20six%20coils%2C%20four%20booklets%2C%20and%20two%20self-adhesives.%20This%20made%20the%20G-rate%20stamps%20printed%20by%20more%20printers%20and%20in%20more%20formats%20that%20any%20previous%20rate%20change%20stamp.%26nbsp%3B%0AHistory%20the%20stamp%20represents%3A%26nbsp%3B%20The%20US%20Postal%20Service%20started%20making%20rate%20change%20stamps%2C%20or%20%26ldquo%3Bcontingency%26rdquo%3B%20stamps%20as%20they%20were%20known%2C%20in%201978%20with%20the%20A-rate%20which%20was%20fifteen%20cents.%20They%20wanted%20to%20make%20sure%20they%20had%20stamps%20to%20fulfill%20any%20rate%20change%2C%20gap%20in%20prices%2C%20or%20any%20combination.%26nbsp%3B%20In%20early%201981%20the%20B-rate%20stamps%20were%20issued%20to%20make%20up%20eighteen%20cents.%20At%20the%20end%20of%201981%20the%20C-rate%20for%20twenty%20cents%20was%20issued.%20A%20few%20years%20went%20by%20before%20the%20D-rate%20came%20along%20in%201985.%26nbsp%3B%20With%20the%20E-rate%20collectors%20saw%20a%20shift%20from%20an%20eagle%20with%20the%20color%20stamp%20to%20the%20image%20reflecting%20the%20letter%2C%20E%20having%20an%20Earth%20on%20the%20stamp%20in%201988.%20The%20F%20make-up-rate%20was%20only%20four%20cents%20and%20depicted%20a%20tulip%20on%20the%20stamp.%20G-rate%20was%20in%201995%20and%20H%20followed%20in%201999.%20Collectors%20thought%20they%20were%20going%20to%20keep%20going%20following%20the%20rest%20of%20the%20alphabet%2C%20but%20H%20was%20where%20it%20ended.%20Many%20joked%20that%20the%20US%20Postal%20Service%20didn%26rsquo%3Bt%20want%20to%20issue%20an%20I-rate%20stamp%2C%20but%20the%20reasons%20behind%20the%20end%20was%20never%20clear.
